Name: Mayor Frank Chokeston (Formerly Frank Winston).
Takes the alias of ‘Agent Green’ when associating with the Destiny Manifesto.

Appearance: Tall, well-built, and grey; just what you’d expect from an entirely legitimate Machoke pokemorph. Frank has everything you’d expect from his species; the fins, the fangs, the slanted eyes and the red arm veins. A stubby nose and distinctly human smile, however, separate the mayor from his fully-pokemon kin. A traditional business formal suit drapes over his body, finely tailored to show his muscle tone underneath. No shirt, but a red tie to show just the right mix of professional and casual attire. Adorning his wrist is a simple watch, and around the waist a traditional Machoke champion belt adorned with the letter M. For Mayor of course.
Personality: Frank Chokeston sees himself as king of everyone and everything the sun’s light touches, even if he has to put in a little work to make it so. He lavishly decorates buildings under his association with all kinds of trinkets and doo-dads as treasures to inflate his own ego even further. People were the greatest treasures of all of course; fanatic citizens waiting in line to give their leader his rightful praise! These thoughts are kept on the down-low of course; wouldn’t want to upset the peasantry.
Being king of course also meant people wanting to take what’s rightfully yours. There is caution in everything Frank does, making sure the trail either lays barren or leads to the right scapegoat. Either he’s protected by copious on-site security or his own hidden pokemon guards, never without a means of defense in arms reach. Planning into every possible threat is done meticulously to the point of redundancy; if it exists, he’s got a plan to beat it should the time come. If he can't plan around it, he'll use his position as Mayor to regulate it 'in the name of public safety'.
Mayor Chokeston’s greatest strength, the devoted public, is also his greatest weakness. An egotistical pride of himself leaves him blind to any threat involving more than one or two vagrant hoodlums at a time. If the people were to ever see Frank for the horrible person he is inside, he’d be easily overwhelmed by the sheer numbers. Everyone is treated with respect, dignity, and a warm smile in order to avert this; no one revolts against their own friends. Faking interest in others is a great way of building exploitable trust!
History: Born to a well-known family of career politicians, Frank grew up practically destined to make his name in government. His parents, former Mayor of King City and Senator respectively, poured their greatest political secrets into the child. ‘Humans were superior leaders, simple as that’. This lesson held true for both Frank and his parents, up until a wiretap of the Senator saying so threw the Winston family into a heat of scandal. Accusations of racism were accued! Impeachments were called for both mother and father! Some rumors even suggested the family associated with Destiny Manifesto! And Frank was caught in the midst right before his career was to take flight!
As it happened, there was some truth to those rumors of Manifesto involvement. Both parents were acting as pocket politicians with the organization, though the scandal and increased scrutiny towards their actions made that role impossible. Frank would not go down with their ship, however. A stance was quickly taken; the son of the Winston family would have nothing to do with this terrible racist legacy! And to prove devotion to the people, he would take the operation to become a First Generation Pokemorph. Frank Chokeston, Machoke Morph and fighter for the true, unified spirit of the Tarot Islands!
The operation, as were these new political views, were a skin-deep sham of course. A full-body grey tattoo, pointed dental fillings, fin grafts for the head and lenses for the eyes. All work was performed by Manifesto doctors and forged to look like the real thing. Given a few months of recovery paired with a body-building regimen, and the newly reborn Frank Chokeston looked convincing enough to sway the masses with his ‘new form’. He was the perfect pawn to spread the Destiny Manifesto’s message under the radar. After all, that horrible group would NEVER let a pokemorph be a member of significant rank!
It’s been six years since Frank took up his disguise. In office, he climbs the political ladder as Sun City’s beloved Mayor Chokeston. In secret, he holds position as an Admin of the Destiny Manifesto, using his high rank in both groups to gain perks in the other. The city holds their mayor as one of their most beloved political figures, with murmurs of suspicion quickly buried under fanatical praise. And with elections for the local seat in the senate coming up, Frank intends to climb his good fortune all the way to the ladder’s top!
Who was going to stop him? Humans were the superior leaders; simple as that.
Destiny Manifesto Association: Frank is deeply loyal to the Manifesto, having been raised by two of their oldest members. Their mission statement is his motto for business, even if their methods of achieving human superiority were different in nature. Whereas the Manifesto uses devices to control the minds of its slaves, Mr. Mayor believes he can do better tricking others into willing cooperation.
When all’s said and done, and the Manifesto holds complete control of the world, Frank intends to continue his guise as a leader of whatever pokemorph rebels might spring up in retaliation. What better way to pick off the straggling few than to act as a magnet?

Powers: Though not a power in the traditional sense, Mayor Chokeston’s Pokemorph Disguise is surgically-applied and visually indistinct from the true thing. One would have to prove his lack of pokemorph vitality, strength, and powers to end the ruse.

This is mostly a ploy to make the mayor’s stunt doubles more believable, as the cat has no discernable preference to the real thing or his fakes. Likes to nibble on the belongings of the Mayor’s underlings.

Details: Muscle is a pokemon granted to Mayor Chokeston from the Manifesto to serve as a model for how Frank should move, speak, and act as a ‘Pokemorph’. He is more publically known to the mayor’s aids as a stunt double for the political ads. Spends most of its time tidying the mayor’s apartment as a personal butler. Due to its trusting and naive nature, Muscle sees the mayor as a Machoke and younger sibling rather than a master. It takes pride in being able to help its brother be a better pokemon.

Details: Mimic is a pokemon granted to Mayor Chokeston from the Manifesto to serve as a doppelganger when necessary. This is mostly to provide an alibi during meetings with the Manifesto itself, though being in two places at once is always a helpful skill on occasion. When not acting as a doppelganger, Mimic will disguise itself as Frank’s tie to tamper with the reading of Aura Readers. The more auras the mayor has on his person, the harder it would be to divine his secret identity.

Details: Microchip is one of Mayor Chokeston’s personal guards trained in secret outside the public eye. It hides in the mayor’s watch, passively scrambling the readings from Aura Readers by giving the mayor an extra aura. Its key purpose is as a counter against the government’s Android project should one show up in his office as an assassin. It likes to jump into Frank’s computer and literally eat his junkmail. Doesn’t really care about Mishki’s pranks on the secretaries.

Details: Miasma is one of Mayor Chokeston’s personal guards trained in secret outside the public eye. It hides in the mayor’s shadow, passively scrambling the readings from Aura Readers by giving the mayor an extra aura. Its Shadow Tag ability and easily-concealable nature make it the perfect weapon against subordinates who have learned too much. Sometimes joins up with Mishki in spooking the various office secretaries to sharpen its skills.

Details: Mask is one of Mayor Chokeston’s personal guards trained in secret outside the public eye. It hides in plain sight as a decoration in the mayor’s office, keeping watch both during the day and at night when the office is closed. Its mask has an unusual shape for its species, resembling an easter island head as opposed to the usual gold mask. It is very easily confused as an ordinary decoration to the unaware. This pokemon actually likes the mayor’s staff, and will sometimes move out of place to stop Mishki’s pranks. Dusting it regularly will make Mask your best friend.

My Freelance Work initiative has dropped unemployment to record lows, giving more opportunities for households to keep food on the table. Literacy city-wide has gone up since city hall’s greater emphasis on early education. But those are mere numbers; just look around! Smiles in every street corner, and who wouldn’t be smiling with all the parks that have been given the funding for redevelopment they desperately needed?”
“My approval ratings speak for themselves. If you like what I’m doing here, why not put me in a position to help the entire island! Vote Frank Chokeston as your new local Senator in the upcoming elections. Together, we can make Coin Island shine that much brighter!

“Yes, the stunt double will be doing most of the shots.” A swift tap on the side door would bring summons to a full-fledged Machoke dressed identically to the mayor. Granted, the real deal wasn’t nearly as tall or bulky… or dinosaur faced as his replacement actor. Some post-production might have to be done to make it work.
“Now let me tell you, I could honestly handle this filming all by myself. However, I’ve got important city business stacked up beyond shooting this political ad. The last thing that needs to happen is this city being thrown into jeopardy over sprained muscles! Even if it would take a day to recover; people trust me to do my job One-Hundred-And-Ten-Percent! Which is why Muscle here is gunna do the strainful stunts, leaving the speeches for me to handle.”
Frank would take his leave to a chair on the side of the studio, browsing documents in one hand and entertaining his pet cat in the other. Sprained muscles, HA! How about ‘get a substitute actor who can actually perform an ice punch’. These shootings were so much easier to fake than the speeches!
“You’re doing a fantastic job with the filming! Oh, and get me the writer that came up with that tag line. Putting his rivals on ice; that’s some golden work right there!”

10:57 AM Wednesday Morning. The ruse has been set. The doppelganger waits at city hall ready to stand in front of a podium with a pre-recorded speech. Every respectable press agent in the city will be looking one way while Frank does his secret business in the blind spot. And what business it was today; a very important meeting of the Manifesto Admins! Well… just annual progress reporting and memos really. But very important to Frank.
The venue this time- decommissioned warehouse on the pier. Natural wifi dead spot, no major shipments scheduled, and a conveniently unenforced ‘toxic hazard zone’. Should be no one listening in. Even then, the past hour had been spent having Microchip EMP the place with Thunder Wave in case of hidden recording devices. Only six men were permitted to hear the contents of the next hour, and damned if the mayor wasn’t going to be a proper host and make sure of it!
11:00 AM. Everyone has made their attendance… except for ________, who is late, AGAIN. Though he wouldn’t dare mention it, the wrinkles between Frank’s eyebrows would betray his annoyance. A mayor’s time is valuable; if the host shows up an hour early, his guests should have the decency of arriving on time! BAH!
11:02 AM. ________ FINALLY arrives. Frank would celebrate by breaking out the fine bottle of wine around the shipping container boardroom he’d set up just for this occasion. Only the best for his best fellows! (Even if _________ didn’t deserve it.)
