Appearance: Liz keeps her hair short, her shorts short, and her shirts tight and light; she has a nice body and isn't afraid to show it off. Her hazel eyes betray her age more than her face or body, as she seems to have seen a LOT in her time. Typically wears sandals, sometimes sneakers to go into the city, though she's usually found on the beach near her shack or along the shoreline.
On missions, and when meeting with most anyone outside the Manifesto(and the Kingpin, whom she doesn't trust), she wears a special suit that hides her face, hair, and even gender through use of padding and binding fabric to hide her 'assets'. Looks very sleek and high-tech, and has built-in Kecleon cloaking for partial camouflage. Tends to stay silent while in said suit, both for intimidation and to not ruin the effect.
Personality: Always seems friendly and helpful to travelers on the beach, offering them a log to sit on and a cool drink in the shade. Very relaxed; it seems that nothing really bothers her and she just goes with the flow. Often feeds the nesting flying-type pokemon in the cliffside behind her shack, and they all seem to like her well enough for it. Has a fondness for the oldies, enjoys drinking and warming her bed a bit too much, and has a habit of tapping her fingers when worried. Very observant, and can usually tell what's bothering someone at a glance, making her great at giving the wisdom only a beach bum can provide.
The friendly beach bum act goes out the window when she's at work, though she admits her public persona is a nice little vacation. She's a little unstable and has very strong, negative opinions about the Kingpin and Frank, but she's willing to do anything and work with anyone for the good of the organization. She's fair with the spies under her command, regularly testing them and having training sessions to sharpen their skills, and tries to pass along her views to them. With revoluionaries, she's always on the lookout for talent, but keeps a sharper eye on them, as she knows how cutthroat former criminals can be. Still, they could change; she did after all.
She's more relaxed and flirtaceous with Ardan and his old Navy buddy, having heard all sorts of wild tales from the former Spymaster under his tutelage, and shares a lot of their views. Humans should be the ones in control, of course, but that didn't mean gijinkas, pokemorphs, and the like were necessarily WORSE. They just had different talents and drawbacks that made them less capable to lead anything larger than a village or small business. They still made great workers and lovers. History: No one really knows where she came from, just that she's been here almost 10 years now, living out on the beach, caring for pokemon, and being super chill. She's practically become a fixture of Fool's Landing by now, letting people watch her feed pokemon and offering sage advice, as any beach bum would do. If asked about her past, she'll give a bunch of different answers; born a drifter on the islands, a traveler from across the sea, secretly Lugia checking on the populace and trying to get a vacation, etc. Seems she likes her privacy, but that's all right.
Elizabeth Riley was doomed from the day she was born. Her parents were both proud Rockets; her father was a spy and her mother a grunt. She was an only child, treated as her parent's little protegé, and by the age of 6 she was already learning how to sneak around and hide little things on herself. On her 8th birthday she was given an egg, which hatched into her first and most loyal pokemon; a Zubat, whom she nicknamed Kat. Two months later, her father died during a mission after he slipped up and got caught.
Liz got all her 'education' from Team Rocket, so when other kids were learning and growing, she was having 'on-the-job training', following i her father's footsteps. Age 15 was her first kill, 16 her first love, and 17 her first heartbreak when her girlfriend died as well. The Rockets disbanding shortly afterwards didn't help matters, either, as her mother killed herself after hearing the news. Now utterly alone, with just her pokemon and skills, she survived. Taking odd jobs, doing a bit of 'street work' on the side, robbing and mugging...It wasn't exactly glamorous, and she almost got herself killed more than a few times. At age 19, she gave up, saved her money, and at age 20 moved far, far away to the wonderous Tarot Islands.
The islands were beautiful; her pokemon certainly loved the tropics, and they would be happy and safe here. Liz left them two weeks after they arrived, went to Hierophant Isle, and stood at the edge of the cliffside after dark, a half-empty bottle of rum steeling her nerves and a short lifetime of pain, loss, and regret weighing down her heart. Her pokemon would be happy...Were the last words she thought as she fell over the edge.
Her thoughts while falling changed to 'what's that noise?', 'what's grabbing me', and 'goddammit, why aren't I dead?!' A talonflame had swooped in at incredible speeds, grabbed the suicidal girl's shoulders, and brought her to a concerned older man who had arrived at the isle just in time to see her fall. She flared up in drunken anger, 'blaming' him from saving her and ranting about how she 'deserved it' after the shit she'd been through. He simply let her vent, rant, and spout her whole, tragic life story as her rage turned back into depression. It just seemed like what she needed at that point; someone who listened. After she had worn herself out, he took her back to Justice Bay, where Kat was frantically flying overhead, trying to find her. A tearful reunion between the two old friends, more reunions as the rest of her pokemon figured out where she was, and a pre-dawn breakfast at some little diner with her savior. He asked her about some of her views; on humans and other races, on her own pokemon, and on her own future. Apparently he liked what she said, as he offered her a new home and family with the Manifesto; somewhere she could use her skills to help mankind and build a utopia for all. She accepted on the spot, and was taken to Tower Isle to settle in.
Liz took to the Manifesto like a fish to water, fitting in immediately and establishing herself as a damn good spy during her trials. Though Ardan had hesitations about immediately letting her into such a trusted rank already, the Spymaster saw something in her and took her under his wing. She further honed her skills, proved her loyalty time and time again to the organization that gave her life purpose, and even came to see the old Spymaster as a sort of father figure. She even became a mentor herself, training other potential spies and even working with Frank Winston before his transformation and 'promotion' to the Manifesto's politician. It was during this mentoring that she realized he was, quite possibly, the biggest egotistical bastard she had ever met. Coming from someone who worked with Rockets. Needless to say, she didn't much care for him, and still distrusts him to this day.

He named Liz as his successor, gave her some final advice to the woman in private, and moved on. Once again, Liz found herself relaxing out in front of her little shack in Fool's landing, a half-finished glass of tequila sunrise in one hand, her radio playing some good ol' tunes, the waves lapping against the shoreline. This was truly paradise.
"Wastin' away again in Margaritaville~" The beach bum loudly sang along, much to the detriment of the Noivern relaxing on her roof. The grin on her face faded as her chest vibrated, and she sighed.
"Searchin' for myyy lost shaker of salt" She kept singing, though at a lower volume, as she checked her text. From a contact labeled 'Bae', it seemed to be a booty call, asking her to come over and see him.
"Some people claaaaaim that there's a wooomaaan to blaaaame, but I know" She raised the glass to her lips and her singing turned into a mutter. "It's my own damn fault." She swung the glass back, downing the rest before setting it down.
"Oi, Bruce! We're taking a trip, get up." The Noivern grumbled, then hopped off of the shack. "Oh, quit your grumbling." She said, climbing onto his back. "Boss called us over; you know where to go."
Jimmy Buffett kept playing to an empty chair, the waves kept rolling in, and the birds kept nesting in the cliff's nooks and crannies. Paradise waits for no one.
